Can I request a (COE) rejection letter directly from the Japanese Immigration Bureau?

People on this forum don't work in Japanese immigration. I'd just contact them directly and ask. They do speak English there if you call.

On what capacity/visa did you apply for COE ? Who apply the COE on your behalf ?
Did you apply COE yourself or through your sponsor?
Because if you yourself apply for COE then mabye, if it your sponsor then ask your sponsor directly.
Most probably they won't entertain your request. Even if when people call up asking for reason, immigration just mention vague answer.
