Itinerary - 19 days - start & end Osaka

Hi all,

we are planning a trip to Japan in May for 19 days (May 11 - May 30), with start and end in Osaka. Could someone advise the cities/places we should include into our itinerary?

We would definitely like to visit Kyoto and Tokio and are open for other tips. We are not planning to buy JR pass.
