Can I apply the new (for work visa)

I cancelled the COE under applying process.Because,I cannot receive the details information from the company.And,this company inform me that they cancelled the applying COE together with administrative in the Japan immigration.I am really really sorry and sad for this company.Now,I want to apply with new COE with new company.Can the Japan immigration reject my applying???

Should be fine to apply again.
