As in the rest of Japan, internet cafes are known as "manga-kisa": Comic-book-cafes. People (usually teenagers) use these places to hang out for a few hours (indeed, overnight) reading comics, watching DVDs, playing video games and surfing the internet. For a flat fee you get to do all this and drink all the coffee (and soft drinks) you can handle. They have big, reclining chairs you can sleep in. A popular chain is called "Ma-boo" (rhymes with Yahoo). There are at least three of them right outside Kanayama station (next on the line to Nagoya) at least. I'm sure there are a few near Nagoya station, too. Just Google the name. Must say, though, for a cheap over-night stay, a capsule hotel would probably be more comfortable. And much more fun.

Most cafe's will use the Japanese Operating system, it looks very similar to the english version just its all in japanese. Japanese keyboards allow you to write in roman letters etc, so there usally no problem using them, if you want to browse the net etc.
