I would like to visit Fushimi Shrine in Kyoto on Oct 25.
What time does the festival/procession/performance of rites start and end?

I assume that you are talking about NUKIHO-SAI on Oct 25th. This is an event to appreciate autumnal harvest and men clad in old farmers' costume cut rice while Miko ladies dance in dedication to the god. The event takes place at 11am within the shrine.
