I am 19 years old and would like a big change in my life before i begin studying next year i want to go to japan but have little money would like to meet people interested in learning off me so i can learn off them. extreme budget getaway any ideas would be great!

Why not go to Indonesia or Thailand or some other Southeast Asian country if you want to experience a very different environment on a budget? Those countries are much cheaper than Japan.

Why don't you try googling for homestay programs?
If i'm not wrong nagoya has one, chiba prefecture has one.
It's much lower cost and you really get to see daily japan life.
