"kikoeteru" is short for "kikoete iru," meaning, "you have heard (it)."
"kikoeru": (something) is audible to you, you can hear (something)
"kikoete iru": (something) has benn audible to you, you have heard (something)

all informal: Kikoeru? Can you hear me? Kikoenai(yo). I can't hear you. Kikoenakatta. I couldn't hear you.
