I am looking for pen shops/stationery stores in Tokyo. I am looking for different colored pens like the Hi-Tec C and other fine-point pens. Thank you.

Have a look at Ito-ya on the main street in Ginza, or dapartment stores like Tokyu Hands and Loft (various branches around Tokyo) have a huge selection of pens.

Yes, I'd recommend LoFT, there's a good one in Shibuya, a whole floor of cool pens & stationery etc.
