Otaru-Base and Guided Tours

We plan to visit Hokkaido 25-29 March and stay in Hilton,Otaru. Want to visit Noboribetsu & Lake Toya, Sapporo and Furano by bus guided tours. Do you know any bus tours starting from Otaru ? Do we have to go to Sapporo to take guided tour ? We prefer bus tours but train is OK, if its more convienent.
