Yes, grammatically correct sentence would be:
- Itsu ga tsugou ga ii desu ka?
It would be obvious if you start with the shorter sentence:
- Itsu ga ii desu ka? (When would be good?)
Of course, if you want to be polite and use the word "go-tsugou" (your convenience), it would be nicer too :) I just thought that the original poster maybe does not want it to be that formal, though.

Ak-san in your translation you have mentioned [hanasetara to omoimasu]. Can it be ok if i say hanasou to omoimasu.

Yes, it would be OK.... "hanasetara to omoimasu" is a bit like "it would be nice if I could talk with you." "hanasou to omoimasu" sounds like "I would like to talk to you (about something)," as if there is a topic you want to bring up when you get to talk with that person. That's about the only difference :)
