Is it okay to broad the subway trains or trams (in Hiroshima) with our luggages?

Yes, unless you have excessive amount of luggage. JR, for example, limits luggage to be brought onto trains to two pieces per person, which should not exceed a reasonable size and weight.

Note that trams are much like buses inside, so there is very little room for large luggage.

If you have large luggage and lots of it, I recommend avoiding rush hour in Tokyo.
Hiroshima trams are pretty small, so try not to bring relatively large or cumbersome ones that will will block a lot of space.
