I am looking for the Japanese expression for a "man of great influence". I believe that it relates to the skirt of a mountain

The only thing that relates to "skirt of a mountain" is "susono ga hiroi," but it is more about something "broad-based" rather than "influential," so I'm not sure. "Man of great influence" would be "yuuryokusha" (there are other expressions as well).
