Which is a better area to stay in? In terms of things to do in the vicinity - attractions, restaurants and shopping.

Maybe Kowakien has better access to bus and tozan train line, so visit of Owakudani, Sounzan, Gora, HakoneYumoto is easy.
Hakone Machi at Lake Ashi to reach by bus or via ferry. But this is marginal.
