What and where are the places/buildings in Tokyo with an observation deck to enjoy the dramatic views of the megacity (Excluding the Tokyo Tower)?

The Shinjuku Metropolitan Government building in Shinjuku has a free observation deck at the top, which gives good views of Mount Fuji in the morning and evening.

Other good (but not free) spots include the World Trade Center building in Hamamatsucho, and the Fuji TV building in Odaiba. The Landmark Tower in Yokohama also deserves a mention, even if it is not in Tokyo.
