What and where are the places/buildings in Tokyo with an observation deck to enjoy the dramatic views of the megacity (Excluding the Tokyo Tower)?

Vicker, The Shinjuku Metropolitan Government building in Shinjuku has a free observation deck at the top, which gives good views of Mount Fuji in the morning and evening. http://www.metro.tokyo.jp/ENGLISH/TMG/observat.htmOther good (but not free) spots include the World Trade Center building in Hamamatsucho, and the Fuji TV building in Odaiba. The Landmark Tower in Yokohama also deserves a mention, even if it is not in Tokyo.
