Is there a bus/train from Kansai Airport to Rinku Premium Outlet apart from taking the sky shuttle bus. The sky shuttle bus starts only 11am. I would like to go earlier than that.

Stores in Japan usually open at 10 am. This the case for Rinku. Google "Chelsea premium outlets" for hours and directions.

Yes I am aware the stores will only open at 10am. Any other ways to get there other than the sky shuttle bus?

Please check www.Hyperdia.com You have a choice between
Nankai AirPort Line Express and JR Kanku Rapid (Hanwa line). Both trains take 5-6 minutes from either railway stations at the airport to Rinku town and cost yen 350.
