Is there a JR pass that can be used specifically for the Tohoku area over 3 days?

You could choose four-day flexible pass. It can be used any 4 four days in the 1 month window. It shouldn't necessarily be consecutive.

Hi,

The problem is I'll be in the Fukushima area from Sun to Wed and then on Wed I'm in Osaka for just a day. JR East doens't cover Osaka, whereas the 7-day JR is 28,000. Do you know if the JR covers the bus from Itami Airport to Osaka Station? Thanks again!

No, no matter which mode of transport from ITM to Osaka Station you may take, you need to pay for it.
