with a service passport go to Japan

I was told that Thai passport service holder do not need to make visa to enter Japan, but I check this link http://www.mofa.go.jp/j_info/visit/visa/02.html#a
there is no Thailand in the list of exemption.

So could you please specify it for me? Are there any new regulations for the requirement s of visa to go to Japan?
