Hakone Outdoor Bathing

I am planning a trip to Tokyo area in February, and thought a side trip to Hakone for the onsen would be nice. Is the idea of using the outdoor baths in February a bad idea? Also, can anyone recomend a nice mid-priced ryokan (preferably in the 10000-15000 yen per person price range) that has an onsen?
