For a roundtrip to southern Izu peninsula from Tokyo, with no JR Pass and no car, we've used "Odoriko Minami (southern) Izu free kippu (ticket)"
available from JR and some travel agencies (such as JTB). It includes reserved limited express tickets from Tokyo to southern Izu (the free area starts from Ito), covers all the way down to Shimoda, also bus to Irozaki lighthouse and further on - I'm not familiar with the full bus routes, and within this southern Izu, you can get on and off any local train and buses for three days. It made sense for us even when we went on a two-day trip. There seems to be another pass that covers a similar area...

Places we have so far liked:
Shimoda - nice walk around town and along the coast, Perry memorial; also you can take a boat cruise around the bay, and also another boat ride out to Irozaki lighthouse if you want to.
Irozaki lighthouse - fabulous view.
On another occasion, we also went to Kawazu (to look at their early cherry blossoms in Feb., so that's not for summer), from Kawazu, if you like
hiking, there is a nice hiking trail if you go somewhat away from the coast, Kawazu "seven waterfalls."
