How do I get to the Hanayashiki theme park via the JR line? I'm going there October 19th but am a bit confused. 1st time in Tokyo.

The nearest JR station is Ueno, which is probably a good 20 minutes' walk away.

Even if you have a JR pass, in some cases in Tokyo you will find yourself having to use the subway- in this case you only have to pay about 160-190 yen to get from Ueno to Asakusa by Ginza subway line, so you might as well.
Hanayashiki is a truly vintage amusement park by the way- I was scared on the rollercoaster not because it is so thrilling, but because it was so old and rattles so much.
