The parade runs around the streets in Hakata ward after the ceremony in Kushida jinja shrine. You don't need ticket to see parade. You should go to streets before dawn and wait. (The parade starts at 4:59 am). I had always seen the parade near the gate of the shrine when I lived in Fukuoka. Parade course http://yokanavi.com/yamakasa/index_egIf you want to see ceremony in Kushida jinja shrine, probably you need sajikiseki ticket. Some website says that tickets are sold at 26th June at the shrine. And also says it is too hard to get it. Only 350 tickets are sold to ordinary persons because the ceremony is held for parishioner originally.
