Question about purchasing JR Pass

Hello, I have a few questions about purchasing a JR Pass:
1. Do I have to purchase the JR pass in the country I am a citizen of? For example, I am a US citizen, so do I have to purchase it in the US, or can I purchase it in say, China?
2. Does each person using a JR pass have to be present when it is purchased? For example, can I buy 2 JR Passes, one for myself and one for my friend, or do they need to verify my friends eligibility in order to sell me 2 JR Passes?
