Would it be possible for a foreigner to a Ged in Japan
Prehaps some specialPrograms
also would there be any age restrictions?

of course there's no age restrictions. you can do your ged by mail, internet or you can do it through a center like kumon (they do have them here in tokyo).
if you only need a ged / grade 12 equivalence for entering a japanese university, many japanese language schools offer a program that will enable you to enter and meet that requirement, including math programs.
