Yes and No depending on how you want to use your phone.
If you want to buy a phone in Japan and then use it to roam in Hong Kong using your Japanese service provider then yes you can do that but it is expensive and not a good long term option.
If you want to buy a phone in Japan, unlock it, and use it with a Hong Kong service provider then no, that is not possible.
Also, what is your visa status in Japan? That will limit the choices you have in getting a phone in the first place.
