Some credit cards offer free travel insurance if you use them to book your flights.
Why use a Japanese insurer? Just more complex unless your Japanese is fluent.

Not that I know of. I have always been required to show proof of residence here to get travel insurance, which I often buy at the airport as I'm leaving.
