obviously you need to look for a map of Fukuoka, locate the tower on the map then go across the water and take your photos from there!!! check http://www.japaneselifestyle.com.au/travel/fukuoka_map.htmmove your map with the mouse to locate the city museum and the tower nearby.there is a park across the water, accessible by train (the black and white line)from downtown. You could have google it faster than it took you to write a question then wait for an answer
