Why do you want to spend the whole seven days in just one of these cities? These are two very different cities, each with so much to offer, I would suggest spliting your time between the two. You don't state what your interests are, so it is dificult to say where you should spend more of your time.

When in that area I stay in a business hotel 5' walk from Shin Osaka station. I can catch the train to Osaka and be there in a few minutes. I can also use a commuter ( 30') or a shinkansen ( 15') to get to Kyoto. It's much easier to stay central than it is to move lodgings. Shin Osaka station is also an excellent base for many of the day trips in the area.

I would suggest you check out
Toyoko Inn:

Kyoto:

This is not near Kyoto station, but is at one end of a main shopping street. The area around Kyoto station does have a lot going for it.

Umeda (Osaka station area):

I always stay in the Namba area of Osaka, as I find it a much more interesting area of the city:

The Namba Toyoko Inn:

Osaka or? 2008/8/22 05:19
I agree with the 2 gentlemen, the one who prefer Shin-Osaka and the other who prefer Kita-Umeda. It is a personal preference and both are very practical. Shin-Osaka is especially practical if one comes from either Kansai airport or Tokyo and plan to go somewhere else in Japan. There are many business hotels in Shin-Osaka. Umeda is more lively at night and the hotels go from cheap to expensive.Myself, after trying and liking both places, I now stay in Kobe as this give me a chance to enjoy a pleasant city before and after my daily trips to Osaka, Kyoto, Nara etc. Of course, back home, I commute daily from my suburban home to downtown for 45 minutes-one way-so using commuter trains in Japan feel familiar.

Red Frog: I think you read it wrong, it was the original poster that was saying he wanted to stay in the Umeda area, I actually suggested Namba and RodW. suggested Shin Osaka.
