Onsen Ryokan - Kyoto or Takayama?

I'm going to japan for about 15 days and I'm going to see Kyoto and Takayama.
I have a limited budget, but would like to stay a couple of nights in a good onsen-style ryokan. I'm wondering whether I will get more value for money in Kyoto or in Takayama, and if anyone knows of some good value accommodation? My budget is about 24000-28000 yen for two people.

Neither central Takayama nor Kyoto City are the best destination for onsen ryokan, although both places do have some hot springs.
I recommend to stay in a ryokan in the Okuhida region, which is famous for some of the nicest outdoor baths of Japan or Gero Onsen, which is a hot spring town with a long history, although many consider its urban design not very pleasant.
I am sorry I have no concrete suggestions for your budget range.
