What was the context where you heard this phrase? I just think it is not very likely that you would hear a word like "chowa" (harmony) out of the blue... maybe it was "Shoga nai"? Then it means "It cannot be helped."

The first sentence is probably "Oyasumi nasai." Oyasumi nasai = Good night Mata ashita = Till tomorrow/see you tomorrow Chowa nai = ???
