This photo looks to me like it would have been taken from a boat in Tokyo Bay. I can't think of anywhere on land that would give you that view.

This is a typical touristical shot of MM21 district in Yokohama, and you can see this photo on many postcards. I think you can see the same view from places like the Osanbashi Yokohama International Passenger Terminal http://www.osanbashi.com/en/index.htmlor perhaps Yamashita Park http://www.welcome.city.yokohama.jp/eng/tourism/spot/spot100...or the surrounding areas. In fact, I think the ships on the left are anchored at Osanbashi. Just ask at any of the tourist information counters in Yokohama (there is one inside Yokohama Station and another in front of Sakuragicho Station) and they would probably know. However, note that Mount Fuji cannot always be seen. Let's hope it's a cold, clear sunset. There are bicycle rentals called "Hamachari." It costs 800 yen per day and you will be helping the city as they are re-using abandoned bikes to encourage tourists to ride down the alleys where the old and smaller shops and eat-outs are. I also thought of the Bay Bridge later- the angle with Mt. Fuji doesn't seem right for somewhere like Yamashita Park.
I agree that you will not always get that view of Mt. Fuji as it is often covered by cloud, so don't get your hopes up too much!
