we were in Kansai in late march 2008: take layers: t shirt, sweatshirt, light rain jacket, and a day pack to peel them off into..student friend hired a bike for 4 days in kyoto and loved it..kyoto easy to bike around as the grid pattern of streets is very easy to follow

If you can't decide from reading the threads in this forum then I suggest you invest in a Lonely Planet Kyoto book..the new one is fabulous...it will give you an idea of all the places in all your destinations, with detailed costs, times, interests etc you really need to read up and make your own decisions..what is interesting for one may be different for others.....

Kitano Tenmangu Shrine in Kyoto has a plum blossom festival in March. Apart from that I cannot think of anything that is more interesting in March than at any other time of the year. I still recommend to visit the top rated sights, and, of course, make a selection based on your personal interests.

Denis, there is not really anything extra special in those areas in March. It is still the end of winter so the only plants of interest are the plum blossoms as Uji mentioned above. Most of the attractions in those areas are year-round attractions.
