If you are looking for a place to look for penfriends, then you will need to go to the "Friends" section under "Classified Ads" categories that are listed to the left side of this page. You can just post in English, describing your name, hobbies, age, etc.
Please post questions under this "Language" section under "Questions" if you need help with the Japanese language :)
