Western Union in Japan uses Suruga Bank as their agents. Unfortunately, the closest one to Hiroshima appears to be in Osaka.

Suruga bank are the sole agents. However you need to open an account with them first. After this, deposits can be done through post office ATMs at no cost. Remittences/foreign transactions are then conducted via a phone call or fax sent to Suruga bank. Friendly charges and market forex rates. Am not sure if they still have the contract with Western Union. Give them a call to confirm.

A bit old, but they decided to drop western union service (at least in their Tokyo Branch).
It was always a hassle anyway.
