Save yourself the hassle, depending on what time you arrive, just take a Airport Limousine bus to either Kichijoji Station, or Hachijoji Station.

From either Station, take the Chuo Line to Tachikawa, then the Ome Line to Fussa.

Otherwise instead of changing multiple train companies, I would take the Keikyu Line from Haneda Airport to Shinagawa, Yamanote Line from Shinagawa to Shinjuku, Chuo Line from Shinjuku to Tachikawa, then Ome Line from Tachikawa to Fussa. Note that some trains go direct from Shinjuku to Fussa as well, these trains are indicated as "OME SPECIAL RAPID" if you are at Shinjuku Station, there's roughly one per hour that goes direct, otherwise transfer at Tachikawa.

There is a limousine bus service from Haneda to Tachikawa. It runs approx every one hour from 10:25 am until late at night and costs 1,500 yen each way.

Then catch the Ome Line train.

Higashifussa 2008/12/23 00:35
You might want to take the train out of Haijima to Higashifussa on the Hachiko line instead of to Fussa station. It's about a third of a mile closer to the West Gate of Yokota. If you have luggage, you may want to go to Fussa. There's a better chance of catching a cab than at Higashifussa.
