You might want to start your research here: http://www.jagda.org/en/e_who.html They are part of IDA, you also might want to check with your home country Design Associations and see what kind of alliances they have that can open some doors. What can be confusing, is the term "Graphic Arts", in Japan tends to focus on the technical / printing / equipment side, while "Graphic Design" is considered the process of developing the actual initial graphic.
