If I get 65000 us dollers a year with free housing ,education of the child free and one time meal free wheather I will be able to survive in tokyo.I am married with a three year old daughter.

Yes, that is a liveable salary for a family of three in Tokyo, especially with free housing, which is usually by far the biggest expense. You will be able to have a comfortable, but not extravagant lifestyle here.
Will you be paid that fixed amount in USD? If so, it's possible the USD will devalue further over the next year, so that could affect your pay. If you are paid in yen then you should be fine.
