Maybe re-phrase it as: "She is special to Americans," or "Americans have special feelings for her."
- Kanojo wa Amerika no hitotachi ni totte tokubetsu na hito desu.
- Amerika no hitotachi wa kanojo ni taishite tokubetsuna omoi wo motte imasu.

I tried looking at idiom books and couldn't find much like it...
ありがとう！ You can use 日本語 with me if you like... I'm actually kind of bothered by romaji.
