I'm moving and looking to live in a nice beach area near Tokyo, about less than an hr. I really would like a mall or some shops to be very close by or in the station. And to be able to ride my bike to the beach.

I recommend Fujisawa in Kanagawa prefecture- it fits your requirements about exactly.

Atami, only 50 min. away from Tokyo by shinkansen, has a nice beach and shopping areas. If that's too far, then how about Odaiba?
