UK holiday working visa to spouse visa?

Hi,
I wanted to know if a holiday working visa holder can change their visa to a spouse visa in japan.
I have been told by a many people that it's not possible.
but, I have been hearing before leaving the country and need to apply after a citificate of eligibility? But, why have I been hearing that I can't change a birtish holiday visa? I went to the immigration to find out more and the one lady there who is a consular said that i can apply even with out the citificate of eligibility or leaving the country, she gave me Application for change of status of residence.Is she makeing things sound easy or is she right? Has anyone with this problem before? is brishit holiday not to be change in japan?

If someone at Immigration Office told you so, that should be the most reliable source of information.
