Application required for east garden?

Hello,
I would like to visit the East Garden of the Imperial Palace on Sunday, March 1st. When I go to http://sankan.kunaicho.go.jp/english/index.html it looks like I need an application to visit.
Is the application for the palace itself or for the east gardens? Can I visit the eastgardens without applying?
