I am attending a business conference in tokyo. The conference will be held in Holiday Inn Tobu Narita. i am looking for cheaper hotel closer to the conference hotel.

The Holiday Inn Tobu Narita is located in Narita Japan, not Tokyo, which is about 1-2hours from Tokyo (depending on mode of transportation used) it is near Narita International Airport.
