Hotels in Tokyo/Kyoto - winging it?

We will be traveling to Tokyo and Kyoto during May 21 - June 3, and staying about 6 days in each city.
Prices online right now are slightly above our budget - we're shooting for $100 a night.
Would it be a good idea to just wait and try and get rooms when we get there? Do the Japanese hotels barter prices like american ones?

No, prices are almost always fixed and an attempt to barter prices down would more than likely be met with complete incomprehension. Also, Japan has a very large domestic tourism industry and the chances that you will arrive to find most places booked fully is quite high, especially on weekends.
