Toyoko Inn Cancellation rules

We can cancel without penalty Toyoko Inn reservations up to 16:00 on the day of stay, right?
The website is not so clear.
How do we cancel? In the event, I don't have internet access, Can I cancel by phone or at another Toyoko Inn Location? How strict are they about this?

Just call to cancel it. The place generally has someone on staff that can understand English. (I've stayed at several and they all had someone...)

Can we cancel for 2-3 locations with a simple phone call to any Toyoko Inn?
I have booked all my hotel stays with Toyoko but if I cannot get an overnight train to my destination, I will be off by one day, hence the cancellation of all my hotels.
