Is it feasible to travel in trains (Shinkansen, Express etc) with luggage, i.e. one hard-shell Samsonite suitcase 28" plus one carry-on case (airline dimensions)? Do the carriages have facilities for stowing luggage (like European trains, at either end)? If not, how do most visitors travel using JR trains?

Travel light.
If you have big luggage, you can request to be seated near the luggage carriage.
Most people can place their luggage under the seat or above the railing.

travel light is good in terms of mobilization. However, if you need to bring a lot, don't worry too much about luggage space. You will find it so friendly on board the trians.
