How are the following clauses different from each other?

and

どんな人からの発言

Where did you see the first one. It doesn't make sense to me. Can you please give us the whole sentense?

Saw it from one of the sites. Here's the full sentence:

国内に限らず世界中のどんな人からでの発言でもありととらえています。

Any help here?

I think it is just a typo.

国内に限らず、世界中のどんな人からの発言(で)もあり、ととらえています。

国内に限らず世界中のどんな人からでの発言でもありととらえています。

Actually, the above sentence doesn't make sense at all. Is it one of those anonymous internet posts that stupid kids make?? Maybe the writer wanted to say
国内に限らず世界中のどんな人でも、そう発言すると、とらえています。
