Can you buy the Suica& Nex package (3500 yen foreigners only pass) at Haneda airport or is it only available at Narita?

Why would you need to buy it at Haneda airport? It doesn't cost nearly as much to get to central Tokyo from Haneda as it does from Narita- in fact Haneda airport is very nearly in central Tokyo.
