Dear Sir,
If buying exchange order of JR pass outside Japan already, but while in Japan, will we be eligible to buy JR Pass again ? For example, 7 days pass is not enough for travelling.
2. For Hokkaido JR pass of 3-5 days types, will anybody be eligile to buy at any times without concerning having JR Pass or not??

No, the nationwide Japan Rail Pass cannot be purchased inside Japan, regardless of whether you bought another rail pass in your home country or not.
2. For Hokkaido JR pass of 3-5 days types, will anybody be eligile to buy at any times without concerning having JR Pass or not?
They are two separate products. The purchase of one will have no effect on the purchase of the other.
Unlike the nationwide Japan Rail Pass, the Hokkaido Rail Pass can be purchased inside Japan.
