Yes, there are buses around the year.

What will be the easiest way to go to Nagoya from Kawaguchiko?

There is one direct bus, that takes 4.5 hours:

Otherwise, by bus from Kawaguchiko to Mishima (or to Gotemba and then by local trains to Mishima) and then by shinkansen from Mishima to Nagoya.
