In weekend and holiday, ETC 1000yen of discount fair includes Akashi Kaikyo Oohashi Bridge.

You should be concern that cars wherein ETC system installed can receive benefit of the fair.

If you plan to use rent-a-car, you can order those cars.

The bridge's fee is included in a category of "discounted rates" but you have to pay 1000 yen for highway road and another 1000 yen for the bridge. (2000 yen total)

Also, this discount rates is applied only for those who have ETC cards and equipments. Only ETC equipments installed in a rented car is not enough.

- ETC portal site: Introduction Process

This website refers to:
an ETC card for which you make an application to a credit company;
an ETC card issued by the toll road operator, independently from credit companies.
According to the Japanese part of this website, the latter type of ETC card is called "ETC Personal Card" and requires deposit of at least 40,000 yen.
