Is it necessary to speak japanese to work as a dive master in Okinawa?

There are small numbers of diving operators that target the foreign tourists, where you might be able to get a job. But it obviously reduces job opportunities massively.

Short answer, no. I obtained my certification there last year from an American PADI instructor. There are actually quite a few of them over there. They cater more to the US military on the island; however, many of the local dive shops have English-speaking dive instructors on their staffs.
If you have a military background that would be a plus.
